The management of worship during COVID-19 is based on maqasid syariah which is the guiding principle in mobilizing the government's efforts to fight and protect the people from the threat of the epidemic. For instance, prohibiting religious activities en masse is one of the decisions that has been made by the government which is actually set based on the maqasid syariah. Understanding the Principles of Maqasid Syariah In the principle of maqasid syariah, preserving religion (ad-din) means to avoid anything that may violate and destroy the foundations, which include defending the country and the position of Islam as the religion of the federation. Besides, preserving life (hifz an-nafs) are preserving dignity, brotherhood and social equality, justice, security of life, property and dignity, good governance, reducing poverty and meeting employment needs, equitable distribution of income and wealth, marriage and family life stable, social unity and crime reduction as well as peace and stability. According to Jamaluddin Ahmad, preserving religion is the primary within the order of human life, because religion is a guide in all other matters and when the situation requires people to make choices. After maintaining religion, sustaining life safety is in second order so that intelligent and healthy bodies can play a role as servant of Allah s.w.t. by worshiping Him. Thus, indirectly it can also preserve the religion. Maqasid Syariah in Preventing COVID-19 Maqasid syariah has the concept of maslahah allowed by syarak, either to bring or take advantage, and to reject harm or destruction to the pillars of Islam. The decision to do movement control order (MCO) is accurate based on the Qur’an, Allah s.w.t. said: “… And do not deliberately throw yourselves into the danger of destruction (by being stingy); and fix it (by doing good deeds with diligence); for verily Allah love those who strive to improve their deeds.” (Surah al-Baqarah 2: 175) A news that was written on 2020 by Hadi Awang stated although the reason for the decline of this verse is to abandon the obligation to contribute property to uphold the religion, but it is also a lesson that can be used in other situations if it involves destroying religion, life, family, dignity and property. In fact, those who do not follow the instructions are not following the religious orders. Saidina Umar Al-Khattab r.a. cancelled his visit to Syria due to the cholera epidemic, although the visit was to celebrate the victory of Islam and the independence of the people there from the historic Byzantine (Eastern) Roman occupation, but it is obligatory to be guided by the hadith of the Prophet s.a.w: “When you hear of the outbreak of cholera in a country then do not enter it, and when it happens in the country you are in it then do not go out.” (Muttafaqun ‘Alaih) The meaning of this hadith clearly shows that it is important to save yourself from the contagious disease. If you are afflicted with a disease, then do not bring it to infect others. The tragedy of the cholera epidemic killed many friends of Umar. A study conducted on 2020 by Supriata stated that the disease has been overcome with a quarantine ordered by ‘Amru al- ‘Aas r.a. who replaced Abu Ubaidah r.a. who died due to the epidemic. Implementation of prayer management, religious and spiritual activities. The implementation of worship in religious institutions such as mosques and surau in areas that are allowed to open is done in accordance with the Standard Operation Procedures (SOP) set by the government while an exception is given to areas that are declared as Conditional Movement Control Order (CMCO). The implemented SOP for worship centres that are allowed to open are those that are not in the area declared CMCO are permissible prayer is not more than 30 people at a time and maintain social distance of one-meter between members of the congregation. Any form of spiritual activity can be implemented except for some activities that are prohibited which involve mass gatherings such as feasts and gotong-royong. However, it is mandatory to wear a face mask, apply hand sanitizer and maintain social distance in all situations when performing any religious institution activities. During this situation that we faced today, the decision made by the government to allow the abandonment of Friday prayers in congregation at the mosque is evidence of the implementation of rukhsah in Islamic teachings. Despite being given rukhsah, Muslim still need to perform their prayers at home.
Rukhsah is given by Allah to facilitate his servants with the replacement off Friday prayers with zohor prayers at home and abandon congregational prayers in mosque with perform congregational prayers at home together with family to prevent gathering in large numbers for take care of one’s life, self and family each and every member of society guided by the Qur’an which forbidden to destroy oneself and others. In this context, taking care of life must be emphasized because an act of worship cannot be performed if a person's life is affected. We need to ask for help from Allah s.w.t. and not take action at will and take the rukhsah available in order to prioritize prosperity and security because Islam is a realistic religion.
